What the relationship between human capital and the implementation/ success of sustainability science initiatives.

Are communities, countries, etc. more likely to initiate and support sustainability science programs if they are better educated, healthier. Etc?  In her presentation, Dr. King alluded to one example of students in Kenya who began the grazing pasture project being the first in their community to attend school.  Are there other examples orevidence of this?  Are these programs successful or sustainable in the long term?

What are the comparative best practices for overcoming the three mian barriers for linking knowledge to action?  Can a toolkit be created for all stakeholders so that, all can see the practices that have worked well in the past and negotiate the one that works for their situation?

This could serve as a boundary spanning object simply to get stakeholders to sit down and begin a conversation about how to implement a new policy.
